Enhance TSERS Benefits/Retirement COLAs: This bill proposes to increase the accrual rates for TSERS from 1.82% to 1.84% for all active members or those who will retire after July 1, 2008. This bill also proposes a COLA of 4.1% for TSERS, CJERS, and LRS for all retirees whose retirement commences on or before July 1, 2007 and beneficiaries of those who retired before July 1, 2007. In addition, this bill also proposes a 2.1% COLA for beneficiaries of LGERS for retirements that occurred after July 1, 2007 and before June 30, 2008. |

Retirement Technical Corrections: This bill proposes that non-spouse beneficiaries would be allowed to rollover distributions from TSERS, CJRS, LGERS, and LRS, suggests the removal of certain fire stations from "Employer" in LGERS due to the fact that they were never approved by the IRS to participate, and move the submission date for rosters in the Firemen's and Rescue Squad Workers' Pension Fund from January 1 to January 31 of each calendar year. Also in regards to the Firemen's and Rescue Squad Workers' Pension Fund this bill proposes to: require payment of monthly contributions no later than 90 days after the end of each calendar year, would make the purchase or prior service optional, eliminate $25 fee to rejoin the fund, require payment in full of total account balance to survivor of a deceased member, and eliminate $25 fee for refunds to survivors. |

State Health Plan/Local Gov't Participation: This bill proposes allowing employers defined as local government employers by G.S. 128-21(11) to give their employees the opportunity to participate in the State Health Plan for TSERS. This participation will be strictly voluntary. This bill states that local governments should be given the choice to enroll only active employees or active and retired employees and must follow all rules set forth for eligibility in the State Health Plan. |
